Does any one have a word of advice for an inexpensive subtitling software for beginners in the field?

Absolutely no experience in the field myself, but have searched for Linux subtitling software a few times before and not found much more than BakaSub.
Since BakaSub was written with Sub Station Alpha very much in mind, it sounds to me as if the latter must have something to say for itself.

No, but I found several such programs by Googling for subtitling+free+download. I guess you could also Google for captioning.

Your question prompted me to do a web search, download a few, and try them out. I'm not a subtitler, so I don't know what to look for, but here is my list:
DivXLand Media Subtitler

Freeware
Installs easily, looks pretty neat. You need Windows Media Player 9+. You may need to download some codecs (indicated on the requirements page).
InqScribe

Requires registration via e-mail. You need Quick Time 7+. Can use USB footpedal.
Lemony

This one I reccomend! I have tried a lot, and SW has what is needed. Support lots of sub formats, very easy to work with, easy time/ frame adjusting, translating mode....
I've done about dozen of subs for my personal divx collection with this proggie, and used it on about 50-80 movies to fix timing, lecteuring and to fix minor/large translation errors.
After more than 3 years of using this app and folowing it development I gotta say it tops them all.

I've done subtitling on a professional basis for 5 years, and I'm curious; those of you who know Subtitle Workshop, how many hours do you use on making a 100 titles from scratch on average?
Because if you spend more than 2 hours it would be smarter to spend 2000 euro on a professional software which makes you twice as fast.

I've looked at Wincaps, Roxio's software, EZTitles.. etc
Which is the fastest/best?? and why??
