As far as I know it's not for public download, it's a private program made for a specific well-known company you can get it with its dongle for free when you work for them

I agree with Rolf - you should contact your PM. As much as I know PMWin doesnt work without a dongle and that you can get from the project manager.

Again, please get in touch with a PM at the agency using PMWin (although I think they don't use it anymore anyway).
